Topic Federalism
   
Objectives Students shall be able to:
  1. identify sovereignty in the American political system,
  2. explain how power is divided between state and national government,
  3. analyze the evolution of federalism, and
  4. define and explain dual federalism, "elastic" clause, nullification, grants-in-aid, categorical grants, revenue sharing, mandates, conditions of aid, block grants, entitlements, and devolution, and
  5. discuss the national convention events and processes.
